Buddy has 20 years of experience helping health care institutions and government agencies meet business objectives and regulatory requirements through improved management of information technology resources. Buddy has managed IT operations and consulting services, specializing in the turnaround of troubled and ineffective IT operations and implementation projects. Buddy has extensive experience managing system selections and implementations and developing strategic and tactical IT business plans. In addition, Buddy has managed consulting services to help hospitals, health systems and other providers develop practical solutions to achieve compliance with HIPAA regulations and JCAHO licensing requirements.

Before joining Outlook Associates, Buddy held positions as a Director of Consulting for Monterey Bay Group, Regional Director of Information Services for Columbia HCA, CIO/Senior Account Manager for Riverside Community Hospital and Regional Director of Government Outsourcing Services for BRC/CMSI. Buddy is a graduate of the University of California at Riverside, and holds a Bachelor of Science in Computer Science and Master of Arts in Organizational Management. He is a member of the Healthcare Information and Management Systems Society (HIMSS), and the Privacy Officer’s Association (POA).

Representative Experience:

• Responsible for the provision of consulting services and management of consulting teams to ensure successful completion of client projects for hospital, clinic, government health care and health plan organizations. Oversaw projects that included the development of IT strategic and tactical plans, managed care system selections, managed care system re-implementation/improvement and operations improvement.

• Managed IT outsourcing operations for hospitals and local government agencies including the implementation of information systems, development and implementation of IT Strategic Plans, applications support, network and telecommunications support.

• Planned the consolidation of information technologies and services for hospital systems during mergers and acquisitions. Managed the transition of IT services including the restructuring of staffing and service models. Oversaw the implementation of network infrastructure, system conversions and implementation of standard IT support methodologies.

• Developed methodology of managing HIPAA readiness assessments and compliance projects. Directed HIPAA readiness assessments and compliance projects for health systems and managed large Y2K remediation efforts for IDN's nationwide.

• Managed information technology operations and support for a network of eight hospitals and medical centers including the planning, budgeting, restructuring, and implementation of IT services. Implemented new clinical and business applications at all eight facilities within 18 months on schedule and in budget.

• Senior staff member for IT management firm, which provided information technology outsourcing and consulting services to health systems and municipal government organizations. Managed complex information technology engagements for a variety of municipal government clients.

• Served as CIO and Senior Account Manager for large community hospital. Led a series of major systems acquisitions and implementations, including the selection and implementation of practice management, patient accounting and clinical information systems.

• Managed operations and project turn around activities for IT departments and software development projects improving productivity, efficiency and customer satisfaction.
