Patrick Gauthier
Director of Behavioral Health Services
Mr. Gauthier joined Outlook in 2006. He brings eighteen years
experience in health care delivery management, ten of which
have included executive leadership in public and private sector
managed care operations. He has served in senior executive
positions directing marketing and operations in the rapidly-expanding
managed behavioral healthcare sector with an emphasis on state
and federal public health contracts and commercial managed
care. His expertise in operations is specifically related
to customer service, quality improvement, utilization management
programs and specialty provider networks. His marketing background
includes tremendous success in reaching under-served populations
and building successful strategic partnerships between providers,
payers and public health agencies.
Mr. Gauthier’s background in the government-sponsored
public healthcare sector includes experience implementing
care management systems and specialty provider networks. He
has led major projects to standardize and exchange health
information between providers and payers including state mental
health departments. He has led state-wide implementations,
quality improvement initiatives, business process optimization,
and successful URAC accreditation in health utilization management.
Mr. Gauthier’s focus has been on the design of initiatives
that align and propel health and administrative services to
improved levels of performance, quality and cost-effectiveness.
Mr. Gauthier’s background and professional experience
have evenly reflected traditional indemnity, managed care,
ERISA and public health programs.
Representative Experience
- Responsible for a nation-wide crisis call center, customer
service, eligibility & enrollment, utilization management,
case management and provider contracting. His expertise
includes building networks in public health as well as among
private healthcare providers including hospitals.
- Responsible for new product development and initiatives
that served the privatization of public health programs
in health and human services, judiciary (drug courts) and
corrections.
- Led the development of strategic partnerships with multiple
health insurance carriers where medical management, claims
processing, enrollment, customer service, provider relations
and quality assurance teams were integrated across medical
and mental health fields.
- Active member of statewide alliance and executive councils
devoted to improving access, performance, and outcomes in
public health.
- Active member of core team that implemented the Government
Performance & Results Act (GPRA) statewide through network
of providers and sub-contractors. Included building tool-sets,
data collection and provider training programs.
